Havent tried the "reset all settings" because its too much work to go through for the replacement of a simple "resume" or "restart". Mar 3, PM. Then, double tap the Home button bottom center of the iPhone , to get the current open Apps.

Press and hold on one till they start "shivering" and you get the red "-" sign. Do you get the App Switcher, the row of icons to recently used Apps along the botton of the display? This is what I recommended you use to "close" the apps. In reality, most of the Apps close when you quit using them, but they seem to hold their previous state unless you close them from the App Switcher.

I know this has worked for me numerous times in the past, I will start an upgrade and it stalls either because of a connection that timed out or had been lost and I can't get it to proceed. Closing it from the Switcher and opening it from the main icon the ones you show in your screen captures "kick starts" the download again. But trying to start on the home screen I get an error but at least I was able to use the "unupgraded version" after many tries I was able to upgrade previously stuck aps.

BTW, through experience with the same issue, I've noticed that the strength of my WiFi or cellular signal is a big factor in how well new downloads and updates work.
